Institutional Capacity Analysis Program
About
This program was designed so operational personnel can analyze the institutional capacity of agencies that execute development projects in Latin America and the Caribbean, for them to achieve effectively their project goals. It aims to help teams understand the importance of a solid institutional capacity analysis for any project, using specific tools and methodology designed by the Bank’s Office of Strategic Planning and Development Effectiveness.
My Role
Assess Learning Needs
I was responsible for the learning needs assessment and design of the online and onsite training for the Program.
I worked alongside SMEs, stakeholders and team members to conduct a Needs Analysis Workshop for the training where we defined measurable learning objectives, prioritized competencies to be achieved, designed the practice activities, and compelled the necessary content. All of these elements revolve around a learner persona, which was defined as well.

Asking the Right Questions
In the Needs Analysis Workshop, we ask SMEs and project stakeholders key questions to identify and understand their learning needs thoroughly. We design and use worksheets and group dynamics to determine and align the program’s objective and each training goal.
By using the Action Mapping methodology we focus on the competencies learners need to achieve, and on the behaviors, we want to shape through practical activities.
This analysis encourages the construction of a clear shared vision of the objectives to achieve among interested parties, which is essential to advance the design and production of the program.
